The latest report on Signals Passed at Danger
(SPAD) has been published by the Health and Safety Executive (HSE) for
August 2004, of which there has now been a total of 60 SPADs published.
During August this year, 32 SPAD incidents were reported by Network Rail, 15
of which were serious.
In the same month in 2002, there were 37 reported SPADs, with 33 in 2003,
showing a downward trend across Network Rail's Controlled Infrastructure and
shows that this months figure is 11 less than the average, which ranges over
a 6 year period.
The 32 reported incidents this month breaks down as follows:

17 SPADs were at signals with a previous SPAD
history; 6 of these had been passed at danger 5 times or more since 1985

5 trains ran past the signal by 200 yards or
more

11 trains overran the signal by 200 yards or
less but still exceeded the signals overlap distance. 15 trains ran past the
signal by 25 yards or less
-
In 7 instances it was not the first time that
the driver had passed a signal at danger
-
There were 14 cases where the Train
Protection and Warning System (TPWS) successfully operated
