The Health and Safety Commission (HSC) have sent a report to the
Minister for Work, the Rt Hon Jane Kennedy, outlining the successes and
challenges met for the first year of the Commission's Strategy on Workplace
Health and Safety in Great Britain to 2010 and beyond.
HSC Chairman, Mr. Bill Callaghan, outlines the developments of
the Strategy in a written letter to Jane Kennedy, Minister for Work.
The HSC and HSE's Strategy uses 4 themes to achieve targets,
whilst examining their own ways of working to develop a closer partnership with
others. The 4 themes being the following:

Employment and productivity - by keeping those at work healthy
and in work.

Education - by instilling an appropriate understanding of risk
management from an early age.

Health and rehabilitation - by contributing to the nation's
health and well-being and dealing with health inequalities.

Public service reform - by reducing sickness in the public
sector and enhancing public sector delivery.
The favourable report includes such key messages as the
following:

The Strategy has been well received by Ministers and
Stakeholders alike.

HSE has made major changes to its working methods to become an
organisation centred around delivery. A clear link between the
strategy, resources and outputs has been established.

There are numerous examples of where the themes in the strategy
have directly determined outputs.

The Strategy is a long-term commitment and we are only at the
start of the process - some big challenges lie ahead.

Not least of these challenges is that of culture change: both
internal and external.

Concerns regarding HSE's commitment to enforcement have been,
and continue to be, rebutted.

The Strategy's first year objectives (the 'Early Deliverables')
have been met and a new set drawn up.
