ROSPA Seminar on the Management of Occupational Road Risks (MORR).

The Royal Society for Prevention of Accidents (ROSPA) has arranged a Seminar in Solihull, Birmingham, on 14 July, 2004, to highlight issues regarding the MORR.

One of the main issues to be discussed, is where an employee opts to use his own car for work purposes instead of being issued with a company car, recognised by ROSPA as being a very tough area for Management to set-up, supervise and implement the necessary employers duties regarding Health & Safety at work law.

A publication by the Health and Safety Commission (HSC) and the Department for Transport has now been issued, which gives guidance for Management on the employers duties.

The guidelines contained in MORR, will require consultation with and participation by the work force from senior management, within all types of businesses, on an ongoing systematic fashion.

RoSPA's Occupational Safety Advisor Mr Roger Bibbings has commented that "The vast majority of people have to drive to some extent as part of their job and most use their own vehicles, but employers still have an obligation to manage the risks they face on the road."

Key issues, by RoSPA, regarding MORR:

  • the variety of forms of vehicle provision, including cash allowances to pay for a car and mileage allowances

  • monitoring insurance, crash history and service records

  • suitability of the vehicle for work rather than for private purposes

  • feedback on accidents or incidents

  • driver fatigue

  • drink and drugs

  • inappropriate speed

  • corporate manslaughter

  • employers’ duties

  • risk assessment techniques

  • risk managing non-company vehicles
