The advice
given within the HSE web-sites' new publication has information about
legislation and new Regulations, regarding explosives.
The new Regulations, which are being developed, are Manufacture and Storage
of Explosives Regulations 2004.
These new Regulations, which it had been hoped by the HSE would be published
in full by 1 July 2004, required outstanding legal issues to be finalised,
causing difficulties in the production of the new guidelines prior to the
2004 firework period. It was seen by the HSE if the new
Regulations came into being too close to the firework period, then
difficulties would arise from firework suppliers, retailers and Local
Authorities regarding licensing and registration. The decision
was then taken by the HSE that the new regulations would come into being on
1 Jan 2005.
