A Regulatory Impact
Assessment (RIA) bill unveiled by the Government, outlines areas which
require attention in the reduction of road casualties as part of their long
term Road Safety Strategy published in March 2000.
The bill will provide legislation in key areas such as the
following:
- Drink driving, which had the highest related casualties
in 2002 in 10 years.
- Speeding, causing 1,200 deaths and 100,000 injuries.
- Training and testing of drivers for better pre-test
training.
- Driver fatigue.
- Vehicle safety and driver licensing.
- Uninsured driving.
- Speeding.
- Mobile 'phone usage whilst driving.
RoSPA have found, according to a study, that using mobile
'phones whilst driving has only shown a reduction of 25% and have therefore
welcomed the proposed fixed penalty fine rise of £30 to be increased to £60
plus 3 penalty points on licenses for offenders.
