on Railway Safety

A public debate addressing crowding, trespass and vandalism on
the railway and underground, will take place on Wednesday 2 November 2005, at
the Health and Safety Commission's (HSC's) Headquarters, Rose Court, 2 Southwark
Bridge, London SE1 9HS, commencing at 6.30pm. Doors will be open at
6.00pm.
The meeting will be hosted by the Health and Safety Commission's
(HSC's) Railway Industry Advisory Committee (RIAC) and chaired by HSC
Commissioner, Margaret Burns.
The main purposes of the debate are as follows:

Public views and opinions will be beneficial to the RIAC, to
assist in tackling crowding, trespass and vandalism on the railway and
underground.
-
The public will have a unique opportunity to hear railway
issues.
-
The public will have the opportunity of hearing what actions are
being taken by the Government and the rail industry to address such problems.
Commenting on the forthcoming event, HSC Commissioner Margaret
Burns said:
"I, and members of RIAC, are keen to discuss with the public
important aspects of safety on the railways. We know that crowding, trespass and
vandalism are matters of concern to many people. We want to hear people's views
and experiences. We can then use that to inform future health and safety
strategy on the railways."
Although safety risks in overcrowding are normally very low, the
Health and Safety Executive (HSE) have concerns in areas such as the following:

Overcrowding in emergency evacuations.
-
Overcrowding on platforms and stations.
-
Hot weather difficulties on undergrounds.
-
Design of new rolling stock.
-
Luggage blockages in aisles and doorways.
