The Health and Safety Executive (HSE) have once again produced
an updated guidance booklet, "Giving your own Firework Display", for
anyone who is organising a public firework display, such as Parent/Teacher
Associations, Sports Clubs and Councils.
The booklet contains advice on the following:
- Selection of a suitable site.
- How the site should be set up.
- Making available suitable facilities, such as, correct equipment for
extinguishing small fires and the provision of adequate numbers of stewards.
- List of contacts that organisers should consider liaising with before an
event.
- Information on crowd control.
- Storing fireworks safely prior to the display.
- Tips on building secure and safe bonfires.
- General information on handling fireworks during set up and firing.
The updated guidance reflects the changes to laws in the following areas:
- Supply - The Firework (Safety) Regulations & The firework (Safety)
(Amended) Regulations 2004.
- Possession - The Firework Regulations 2004.
- Transport - The Carriage of Dangerous Goods & Use of Transportable
Pressure Equipment Regulations 2004.
- Storage - The Manufacture and Storage of Explosives Regulations 2005.
- Use - The Firework Regulations 2004.
