The Health and Safety Executive have reviewed the duty required
by employers under The Health and Safety (First-Aid) Regulations 1981, which
states that employers must provide adequate first aid equipment, facilities and
personnel to their employees. However, the Regulations do not extend
to members of the public and non-employees, which can cause difficulties in such
places as schools, entertainment facilities, fairgrounds and shops.
The HSE's review of the First Aid Regulations examined the
extent to which employers cater for the first aid needs of the public, in order
to decide whether this should remain voluntary as at present, or whether
Regulations should be altered to make provision for the public compulsory.
It is the decision of the HSE that they "will not be
seeking to make provision of first aid for the public a compulsory requirement
for employers." However, they "strongly recommend that
employers include non-employees in their assessment of first aid needs and make
provision for them."
