Evaluating Topic Based Inspections

The Health and Safety Executive (HSE) have produced a research
report evaluating their controversial Topic Based Inspection's (TBI's)
effectiveness.
The introduction, in April 2002, of the HSE's Field Operations
Directive (FOD) to introduce TBI for the reduction of accidents and ill-health
within the workplace, has met with some resistance from the more experienced
inspectors, who believe the TBI calls into account their ability and have the
view that TBI is not as effective as traditional inspections. The
inspectors say the TBI system leaves them with less time for inspecting other
concerns whilst on site.
The HSE's FOD, recognising that TBI may not be impacting the
areas intended, commissioned Risk Solutions to conduct an independent evaluation
of the TBI's effectiveness.
The results of the independent evaluation have now been produced
